JOB FUNCTION / PURPOSE
The “hands-on” Manufacturing Engineering and Quality Leader will be responsible for leading customer-focused quality and process improvements throughout manufacturing. Responsible for leading a team of Manufacturing and Quality Engineers in Continuous Improvement actions, such as Quality, Lean, Model Line Implementation and Circor Problem Solving Projects. As a leadership team member, the successful candidate will partner with other staff members to execute the financial commitments of the business. Leadership includes: recruiting, developing, training, coaching, goal setting and performance management. Shop floor processes producing close tolerance aerospace components. Typical processes including: milling, lathe, hone, plating, CNC programming, assembly, testing, non-destructive testing, dimensional and visual inspection techniques and electro-mechanical assembly experience. The position will also be heavily involved with new program / product development. Lead customer, in-house, and supplier quality requirements through ISO/AS, NADCAP, FAA, CASE, ANSI, and other specifications. The hands-on individual will analyze and interpret technical data (engineering drawings, specifications, purchase orders, etc.) and support shop routings, operations sheets, tools, and other necessary processes to produce a high quality product.
REPORTING STRUCTURE AND KEY RELATIONSHIPS
The Director of Quality-Manufacturing Engineering interfaces with various internal business partners to ensure the planning, training, execution and measurement of continuous improvement efforts for the Aerospace Business of CIRCOR
· Reports To: General Manager, CIRCOR Aerospace Inc.
· Direct Reports: Manufacturing Engineering Manager, Quality System Manager, Quality Engineers, Manufacturing Engineers, Inspection Team leader and Calibration
· Key Internal Partners: Operations Leadership, Manufacturing Leadership, Material Planning, Director of Continuous Improvement, Director of Strategic Sourcing, Business Unit General Managers, Finance, and Human Resources.

PRINCIPAL ACTIVITIES / RESPONSIBILITIES
· Ensures that the organization is structured and has the talent, resources and organizational capability (readiness) for high quality and efficiency; Gives feedback to leadership and HR on talent needs and organizational capability (people & process) needed to achieve higher and higher levels of continuous improvement.
· Ensures the Site, Value Stream and Team Improvement boards meet standards, enabling a PDCA culture throughout the business unit. Supports Plant Continuous Improvement Leaders through required and special team meetings. Provides high level of technical and operational recommendations in meeting productivity, material control, product quality, on-time delivery and customer service goals
· Works with Business Unit on Lean implementations. Ensures progression of the Lean Journey and adherence to standards at all levels.
· Manages productivity efforts to deliver on business objectives as well as contribute to lower
· development cost and throughput cycle. Drives business metrics (Safety, quality, OTD, cost)
· Manages the planning and implementation of departmental objectives. Establishes department level budget and capital expenditure plan
· Interfaces with the commercial sales team, design engineering, finance and other manufacturing functions (test engineering, operations, sourcing) to drive business results
· Acts as continuous improvement change agent to lead the site in overall quality, lean, and cost awareness and understanding of the available tools
· Plans and executes shop floor layout changes in conjunction with LEAN efforts. Ensures efficient and effective manufacturing methods are used that are compatible to available machines.
· Participates in the Company’s Corrective Action and MBR (Monthly Business Review.)
· Analyzes and resolves fabrication and tooling issues to avoid problems.
· Evaluates engineering existing products and processes to reduce cost, lead time and cycle times.
· Complies with all company policies/procedures. Complies with all military and contractual requirements.
· Establishes and sets the priorities for the production schedules and manufacturing engineering projects.
· Coordinates the introduction of new products with the Directors of Engineering, Quality Assurance, and Materials Management
· Achieves budgeted targets with the respect to departmental spending, labor efficiency, production yields, and product quality.
· Ensures compliance with requirements of IS0, FAA, AS9100, DOD, FAR, DAR, and Environmental, Health & Safety Standards regulations. Establishes best practices/procedures and instructions related to these standards.
· Establishes and supports a work environment of continuous improvement that supports the Quality Policy, Quality System and the appropriate regulations for the area they support. Ensure employees are trained to do their work and their training is documented.
· Provides engineering support, and analysis for internal and external quality issues, and process and continuous improvement projects.
· Participates in the Corrective Action, A-3, and analyzes defect reporting systems and generates periodic reports. Interfaces with customers and vendors. Directs failures analysis, and initiates corrective actions deemed necessary from analysis of SPC and failure reporting data.

EDUCATION, EXPERIENCE, AND COMPETENCIES
Education: B.S. Degree in Industrial, Manufacturing or Quality Engineering or other technology/science related undergraduate degree. Advanced technical degree andMBA highly preferred. Certified lean and six sigma training, with demonstrated project success.
Experience: 8+ years of manufacturing experience in an aerospace or high precision manufacturing environment. 3 yrs engineering leadership (quality and/or manufacturing engineering). Manager and/or director experience in aerospace manufacturing industry.
Must understand aerospace machine shop technical issues and be able to read and interpret technical information such as drawings and specifications.
Extensive machining background in the production of close tolerance highly precision products involving various types of metal alloys. CAD/CAM experience with exposure in working with NX, Solid Works or Master Cam preferred.
